Lt. General Carl E.
Franklin
USAF (ret), Strategic Partner
Lieutenant General Franklin was commissioned in 1965 upon graduation from Texas Technological University. He retired in 1998 as a command pilot with over 3,780 hours in fighter and trainer aircraft. In his final assignment, General Franklin was commander of Ninth Air Force and US Central Command Air Forces, where he served as the Air Component Commander for CINCCENT with responsibility for joint and coalition air operations in Southwest Asia, including command and control of daily operations over Iraq.
During his military career, he was commander of a fighter test squadron and a tactical reconnaissance wing, and served two staff tours at Headquarters US Air Force, where he served as Director of Bases and Units in Air Force Programs and Evaluations. As a flag officer, he served as Chief of Staff for Plans and Policy, HQUKAIR, a major NATO Headquarters, where he directed an international staff with officers from eight nations. He was the Director of Plans and Programs, HQ US Air Forces Europe with responsibility for downsizing the Command from eight wings to three and the closure of bases throughout the continent. During this assignment he was recalled to the Pentagon for six months at the direction of the Secretary of the Air Force to co-chair the 1992/93 Base Closure (BRAC) Executive Group, a body of 12 general officers and Senior Executive Service civilian equivalents. The group was charged with evaluation of all USAF installations, coordination with community leaders, and interface with members of Congress to develop recommendations for base retention or closure. Subsequently he commanded the US Air Warfare Center in Florida and the Joint Task Force Southwest Asia (JTFSWA) in Riyadh, Saudi Arabia.
General Franklin remains actively involved in US and international defense related endeavors. He is a consultant and advisor to numerous defense corporations, an ad hoc member of the USAF Scientific Advisory Board, Battlespace, Joint Aspects Panel, and a senior advisor for the DARPA Command Post of the Future program. The general maintains active and strong personal relationships with air commanders in Saudi Arabia, and throughout the Middle East. He is a frequent lecturer on Force Protection and Anti-terrorism and Joint Force Air Component Commander (JFACC) operations at Joint Chiefs of Staff Seminars and at the Air University, Joint Flag Warfare Course, and other military training programs.
