Mr. Hurd said he would dispense with the concrete wall or steel slats that President Trump has called for in favor of more advanced measures, including “a fiber optic cable from sea to shining sea.”
Speaker Nancy Pelosi asked Mr. Trump to delay his State of the Union address or to deliver it in writing, citing security concerns related to the shutdown. Several White House officials said the president had no intention of giving up the spotlight.
