Admiral William J. Hancock
USN (ret), Consultant
Vice Admiral William J. Hancock specializes in Defense Logistics, Infrastructure Outsourcing and Privatization, and Logistics Process Reengineering. Admiral Hancock retired in October 1998 after serving as the Deputy Chief of Naval Operations for Logistics and as the Navy's Budget Officer. He served nine tours of duty with the Navy Department in the Pentagon during his more than thirty-three years of active service.
An expert in DoD's planning, programming and budgeting process, Admiral Hancock was a contributor to the Navy's most significant program development efforts. As the Deputy Chief of Naval Operations for Logistics, he directed the Navy's effort to reengineer all aspects of the Navy's logistics processes and infrastructure management approach to recapture resources for investment in the modernization of the force structure. He directed the Operations Division in the oversight of the execution of the Navy's $25 billion Operations and Maintenance account and subsequently he assumed responsibility for the entire Navy Department budget of $82 billion. Among Admiral Hancock's logistics-related accomplishments:
- Initiated assessment of existing supply chain policies and processes, creating reductions of $3.7B in inventories without degrading readiness.
- Developed and guided effort to adopt commercial business practices to take advantage of information technology benefits available in the private sector.
- Directed an effort to stabilize work force and workload in the public sector and to place greater reliance on private sector capacity for surge requirements.
- Prepared analysis that prompted a Navy decision to curtail growth in spare parts funding while maintaining readiness levels.
- During Base Realignment and Closure rounds, introduced resource constraint to encourage less costly alternative development.
- Championed the funding from infrastructure and near-term operating funds, to satisfy long-term modernization requirements of Navy ships and squadrons.
- Implemented aggressive action to refocus Navy's environmental cleanup effort, redirecting resources from paper studies to execution of clean up actions.
Admiral Hancock graduated from the United States Naval Academy and was awarded a Masters Degree in Operations Research from the Naval Postgraduate School. Admiral Hancock remains an advocate for change in the Department of Defense and is actively engaged with the Army Science Board, the Defense Science Board and key Defense officials in advocating the implementation of more modern business practices and the divestiture of non-core activity to the private sector.
